Decide whether it should still exist.
Close is the stage you arrive at rather than live in. Every other stage keeps a thing alive. This one asks whether it should be. The question is simple and it almost never gets asked, because nothing ever turns up to ask it: would you start this today if you were deciding now? Three answers come back, and carrying on unchanged because it is already running is not one of them.
